The SITC and HTS classifications do not formally subdivide by intended end use, but the downstream regulatory picture differs significantly. Worn clothing destined for resale as consumer apparel may attract Consumer Product Safety Commission review and must comply with applicable labeling laws. Material destined for fiber recycling (garnetting, shoddy production) is generally treated as an industrial input and faces fewer consumer-protection requirements, though importers should document the intended use clearly.

Bulk bales of used textiles require accurate weight documentation and country-of-origin marking. Some exporting countries require export permits or fumigation certificates for used clothing. At US entry, Customs and Border Protection may examine bales for prohibited items or misdescribed goods. Importers should also verify that the bulk-packaging form meets the classification condition — individually sorted and packaged used garments are classified differently and may face different duty treatment.
