Antidumping and countervailing duty orders on paper products are grade- and origin-specific—an order on uncoated groundwood paper from one country does not automatically cover coated or supercalendered grades, or the same grade from a different origin. Importers should review the Federal Register notice defining the order's scope and, when uncertain, request a scope ruling from the Department of Commerce.

HTS classification of paper and paperboard turns primarily on fiber composition (chemical versus mechanical pulp content), basis weight, coating type and weight, and whether the sheet is bleached or unbleached. A paper that crosses a coating-weight threshold or fiber-content percentage can shift to a different HTS heading with a materially different duty rate, so laboratory test data supporting the declared specification is important documentation at entry.
