North American Industry Classification System
Converted paper articles are generally classified by their finished form and function — for example, bags, boxes, or labels — rather than by the paper substrate alone. The degree of conversion, printing, coating, and intended end use all influence which HTS chapter and heading applies. Because the boundary between 'paper' and 'converted article' can be contested at entry, consulting a licensed customs broker before importing is advisable.
Converting is labor-intensive, so wage differentials between producing countries significantly affect landed cost. However, bulky converted products (such as boxes or bags) have high cube-to-value ratios, making freight cost a countervailing factor that often favors regional or domestic sourcing over long-haul ocean shipment. Buyers typically model total landed cost — including freight, duty, and lead time — rather than ex-works price alone.
