NAICS 211 is a statistical industry code used for economic reporting, while HTS codes govern duty and admissibility at the tariff-line level. Importers must file entry documents using the correct HTS heading for crude or refined petroleum; the NAICS code appears in Census trade statistics but does not itself determine duty treatment.
NAICS 211 isolates liquid and gaseous hydrocarbon extraction, excluding coal, metal ores, and nonmetallic minerals that appear elsewhere in NAICS 21. This distinction matters for trade analysts building sector-specific dashboards or comparing energy-import exposure against mineral-import exposure.
