Fabrics where the polyester filament content is below 85% but still predominant, or where the construction involves a mix of textured and nontextured polyester filaments that does not qualify cleanly under either prior heading, often land here. The NESOI designation means classification should be attempted under the more specific headings first; 5407.69 is a residual catch-all.

Turkey has invested heavily in vertically integrated synthetic-textile production, particularly for home furnishing and apparel fabrics that blend polyester with other fibers. Its geographic proximity to European fashion markets and competitive labor costs make it a strong exporter of mid-range polyester wovens to the US, and Turkish goods are not subject to Section 301 tariffs, unlike Chinese-origin fabrics.
