Yes. The Lacey Act applies to all imported plant products, not just tropical species. Importers of wooden tableware must file a PPQ Form 505 declaration regardless of species origin. While enforcement focus has historically centered on high-risk tropical species, the legal obligation covers all wood-containing imports, and due-care documentation — including supplier-provided species and harvest-country records — is required for every shipment.

Classification in Chapter 44 requires that wood be the constituent material of primary importance. A wooden bowl with a minor decorative metal band remains a wood article under Chapter 44, but a product where metal or plastic constitutes the essential character would shift to the relevant chapter. CBP applies the General Rules of Interpretation — particularly GRI 3(b) on essential character — when a product combines wood with other materials. Importers of multi-material kitchen items should document the material composition to support the classification.
