Stainless Steel Ingots and Other Primary Forms

Stainless steel ingots and primary forms are steel mill products subject to Section 232 tariffs. Importers should verify whether a product-exclusion or country-specific arrangement applies to their specific supplier before entry, as the remedy's scope and any applicable exclusions can change.

Primary forms (heading 7218) are solidified directly from the melt — ingots, blooms cast in molds, and similar shapes — and have not been mechanically worked beyond solidification. Semifinished products (also in 7218 but under subheadings 721891/721899) have been hot-worked by rolling or forging into defined cross-sections but are not yet finished mill products. The distinction turns on whether the shape results from casting alone or from subsequent mechanical reduction.
