Cotton linters pulp is derived from the short fibers adhering to cottonseed after ginning, not from wood or recovered paper. Its very high alpha-cellulose content and short fiber length make it suitable for specialty papers (banknote, cigarette, and filter papers), microcrystalline cellulose, and certain chemical derivatives. This distinguishes it from recovered-paper pulp (470620), which is a recycled product with variable fiber quality, and from bamboo or agricultural-residue pulps.

A mill certificate or technical data sheet identifying the raw material as bamboo (genus Bambusoideae) and the pulping process used is the most reliable documentation. Without species identification, bamboo pulp could be confused with other non-wood mechanical or chemical pulps classified in subheadings 470691–470693. CBP may request fiber analysis or supplier attestations for borderline shipments.
