Classification follows the GRI specificity principle: a part that is described by a more specific heading — such as brakes (871494), pedals and crank-gear (871496), or saddles (871495) — must be classified there rather than in the residual 871499. Only parts and accessories not covered by those named headings should be classified under 871499. When in doubt, a binding ruling request to CBP provides certainty before importation.

Electronic rear and front derailleurs — including those with wireless actuation — are still derailleurs for classification purposes and generally fall under 8714995000. However, the electronic control units, batteries, and wiring harnesses sold as separate components may classify under 871499's residual lines or, in some cases, under Chapter 85 as electrical apparatus. Importers bringing in complete electronic groupset kits should consider whether to classify as a set or break out individual components.
