Section 301 tariffs apply specifically to goods of Chinese origin. Electricity meters manufactured in Vietnam are generally not subject to Section 301, but importers must ensure that substantial transformation occurred in Vietnam and that the goods are not merely transshipped Chinese-origin products. A licensed customs broker can assist with origin verification and ruling requests.

ANSI C12 standards (published by ANSI and administered through NEMA and utility specifications) govern electricity meter accuracy and communication protocols in the US. Imported meters must typically meet the relevant ANSI C12 accuracy class and, for AMI devices, interoperability requirements set by the purchasing utility. Compliance is verified by the utility or state public utility commission, not at the port of entry.
