Trade data at the HTS heading level can capture re-exports and processing-trade flows. Cotton fiber may be imported into Japan, processed or blended, and then re-exported to the US, or shipments may transit through Japanese trading companies. Importers should verify the country of origin for duty and quota purposes, as the country of export and country of origin may differ.

CBP may require a fiber analysis or staple-length test report — typically conducted using ASTM or ISO methods — to verify the declared staple length. For lines that reference Additional Note 6 or the American Pima designation, the importer should also retain certificates of variety or origin from the producing establishment. Consulting a licensed customs broker before entry is advisable given the number of closely related lines.
