Cadmium Waste and Scrap

Japan has a well-developed infrastructure for nickel-cadmium battery collection and recycling, as well as zinc smelting operations that generate cadmium-bearing byproduct streams. Its regulatory framework encourages recovery of cadmium from end-of-life products, producing exportable scrap volumes that flow to US secondary smelters and refiners.

The distinction turns on whether the material is a primary or semi-processed metal (unwrought) versus a residue, off-cut, or recovered material with no further use without remelting or reprocessing (scrap/waste). Because both forms share the same 10-digit line (8112610000) in the current US schedule, the practical classification risk is lower here, but the material's origin as a byproduct or recycled stream may still affect EPA regulatory treatment and country-of-origin documentation.
