Blockboard, Laminboard & Battenboard with Both Outer Plies of Coniferous Wood

The scope of antidumping and countervailing duty orders on hardwood plywood from China is defined by Commerce Department scope language, not solely by HTS heading. If a panel has any hardwood component that triggers the scope definition, it could be subject to those orders even if classified here. Importers should request a scope ruling from Commerce if there is any ambiguity about whether their specific product falls within an existing order.

Both are solid-core panel types, but laminboard uses narrow strips of wood laminated with their grain perpendicular to the face veneers, while blockboard uses wider strips. Battenboard uses even wider core strips. These distinctions are relevant to the product's mechanical properties and end-use suitability, but all three types are grouped together within this HTS heading, so the distinction does not affect the 6-digit classification.
