Mexican avocados destined for the US must originate from APHIS-approved orchards in approved Mexican states and be packed in APHIS-approved packinghouses. The program includes orchard inspections, packinghouse monitoring, and documentation requirements. Shipments not meeting these conditions are not admissible. Importers should confirm that their Mexican suppliers are enrolled in and compliant with the current APHIS systems approach program before placing orders.

The US schedule separates Hass and Hass-like avocados from other varieties, but the classification question is botanical and commercial rather than purely a duty-rate issue. Varieties such as Fuerte, Bacon, or Zutano would fall under the 'other' line (0804400090). Importers bringing in non-Hass varieties should document the variety on commercial invoices and packing lists to support correct classification and avoid CBP queries at entry.
