Jurisdiction depends on the specific product: the Consumer Product Safety Commission (CPSC) covers toys, children's products, and general household goods; FDA oversees cosmetics, dietary supplements, and certain electronics; FCC regulates radio-frequency devices. Many consumer goods shipments require multi-agency admissibility review, and importers should map each product line to its governing agency before the first shipment.

Section 301 tariffs on Chinese-origin goods have applied to a broad range of consumer products, leading many importers to shift production to Vietnam, Bangladesh, India, and other origins. However, importers must ensure that goods assembled in third countries from Chinese components genuinely meet the substantial-transformation standard; CBP has increased scrutiny of transshipment and country-of-origin claims in this space.
