Water (Natural, Mineral, Aerated, Unsweetened) & Ice

FDA's standard of identity for mineral water (21 CFR 165.110) requires a minimum of 250 parts per million total dissolved solids, originating from a geologically and physically protected underground water source. The mineral content must be consistent and stable, and the water cannot have minerals added after extraction. Imported products that don't meet this threshold must be labeled as 'spring water,' 'purified water,' or another applicable category.

Ice intended for human consumption — including packaged ice sold at retail — is regulated by FDA as a food product and must meet the same safety and labeling standards as bottled water. Ice used purely for industrial cooling or refrigeration purposes may be treated differently, but importers should document the intended end use clearly, as FDA may inspect and sample commercial ice shipments at the port of entry.
