The mineral content must be consistent and stable, and the water cannot have minerals added after extraction. Ice intended for human consumption — including packaged ice sold at retail — is regulated by FDA as a food product and must meet the same safety and labeling standards as bottled water. Ice used purely for industrial cooling or refrigeration purposes may be treated differently, but importers should document the intended end use clearly, as FDA may inspect and sample commercial ice shipments at the port of entry.
