Twine, Cordage, Rope & Cables (Plaited, Braided, or Impregnated)

Rope and cordage headings are subdivided primarily by the fiber type — natural fibers (sisal, manila, jute, coir) versus man-made fibers (polypropylene, nylon, polyester). The fiber that predominates by weight generally determines the applicable heading, and importers should provide fiber content declarations on the commercial invoice to avoid misclassification.

Rope or cordage that is merely sheathed or coated with rubber or plastics for protection or handling purposes generally remains classified as rope or cordage rather than as a rubber or plastic article, provided the textile core gives the product its essential character. However, if the sheathing is thick enough to dominate the product's function or value, reclassification as a rubber or plastic article may be warranted.
