Both rutile and anatase forms fall within the same SITC heading, but at the HTS level, distinctions between pigment-grade TiO₂ and non-pigment forms can affect classification. More practically, antidumping orders on TiO₂ from specific countries may define scope by reference to pigment-grade specifications, so importers should confirm whether their product's crystal form and surface treatment place it within or outside any active order's scope.

Importers should obtain a detailed mill certificate specifying crystal form, surface treatment, and TiO₂ content, and confirm the country of manufacture (not just export). If the manufacturing origin is subject to an active antidumping or countervailing duty order, a scope ruling request to the Department of Commerce may be warranted before committing to a large purchase. Working with a licensed customs broker experienced in chemical trade remedies is advisable.
