Classification depends on the article's primary function and design. A camera or sensor system principally designed for photogrammetric measurement — producing georeferenced imagery for surveying purposes — may be classifiable here. However, if the unit is designed primarily as a drone payload with incidental measurement capability, it could fall under optical instruments or aircraft parts headings. A binding ruling request to CBP is advisable when the end-use is genuinely ambiguous.

Technical specifications showing civilian accuracy grades, intended use in construction or land surveying, and absence of features associated with weapons targeting (such as ballistic calculation software or military-standard environmental hardening) help establish civilian classification. If the rangefinder meets certain performance parameters listed on the Commerce Control List, an EAR license determination is also required regardless of the customs classification.
