Astrakhan, Broadtail, Caracul, Persian, and similar curly-fleece lamb skins are classified separately (under SITC 21222) because their distinctive tight-curl fleece pattern gives them a luxury fur-trade value distinct from ordinary wooled sheepskins. The exclusion ensures that high-value furskins are tracked and priced separately from commodity wooled skins in trade statistics.

Raw wooled sheepskins of animal origin require USDA APHIS admissibility clearance, and the country of origin must be free of — or have an approved protocol for — foot-and-mouth disease and scrapie. A veterinary health certificate from the exporting country's competent authority is generally required, and importers should confirm current APHIS import conditions well in advance of shipment. Consulting a licensed customs broker familiar with animal-product entry requirements is strongly recommended.
