The key question is whether the part is specifically designed or modified for a military application listed on the US Munitions List (USML). If so, ITAR authorization from DDTC is required regardless of whether the item also has commercial uses. Parts designed exclusively for non-military air guns or sporting devices generally fall outside the USML and are handled under ATF or standard CBP procedures. When in doubt, a commodity jurisdiction request to the State Department can provide a binding determination.

Because 89199 is a catch-all category, CBP and ATF examiners pay close attention to product descriptions. Invoices should specify the exact component name, the weapon system or device it fits, the material composition, and the intended end-use. Vague descriptions such as 'gun parts' or 'accessories' routinely trigger examination holds and can delay clearance significantly.
