Classification depends on the essential character of the complete article. A telescope with an integrated electronic drive and computer controller may still classify as an optical telescope if the optical function is primary, but if the electronic navigation system dominates the value and function, it could fall under a different HTS heading. Certain large-aperture or high-precision optical telescopes may be subject to Export Administration Regulations (EAR) controls on the export side, and some dual-use optical instruments require review under the Commerce Control List. While import into the US is generally unrestricted, buyers reselling or re-exporting should verify EAR classification of the specific instrument.
