Antidumping and countervailing duty orders on aluminum extrusions from covered countries can extend to finished window and door frames if those articles are found to be within the scope of the orders. Scope rulings have addressed whether assembled fenestration products constitute 'finished goods kits' excluded from the orders or remain covered extrusions. Importers should obtain a scope ruling from the Department of Commerce or a binding CBP ruling before importing from any country subject to aluminum extrusion orders.

Most US jurisdictions require fenestration products to carry NFRC (National Fenestration Rating Council) certified performance labels showing U-factor, Solar Heat Gain Coefficient (SHGC), and visible transmittance. ENERGY STAR qualification requires meeting regional performance thresholds. Foreign manufacturers must have their products tested and certified by an NFRC-accredited laboratory; the certification must be in place before the product is sold into code-regulated construction projects.
