The key differentiator is alpha-cellulose content and the intended manufacturing use. Dissolving grades typically exceed 90–92% alpha-cellulose and are destined for chemical conversion (e.g., viscose fiber). Non-dissolving grades fall below that threshold and are used as paper furnish. Mill certificates and technical data sheets documenting cellulose content and end-use are the primary supporting documents for classification.

Antidumping and countervailing duty orders have historically targeted certain wood pulp categories from specific origins. Importers should check the USITC and Commerce Department order lists at the time of entry, as coverage and country scope can change. A licensed customs broker can confirm whether a specific shipment falls within an active order.
