The EPA has imposed near-total restrictions on the import and use of asbestos-containing materials under the Toxic Substances Control Act (TSCA). Importers must ensure that fiber-cement products contain no asbestos fibers and should obtain a written declaration from the foreign manufacturer confirming asbestos-free composition. Shipments suspected of containing asbestos may be detained and tested at the port of entry.

At minimum, importers should carry a manufacturer's certificate of composition confirming the absence of asbestos, a product data sheet specifying fiber type (cellulose, PVA, or similar), and standard commercial and customs documentation. For products entering residential construction channels, compliance with applicable building codes (such as ICC or ASTM standards) may also be required by downstream buyers, though this is a commercial rather than customs requirement.
