Articles of Cement, Concrete or Artificial Stone (NES)

Engineered quartz surfaces — composed of crushed quartz bound with resin — are generally classified as artificial stone articles and fall within this NES heading. They have been subject to antidumping and countervailing duty orders targeting imports from certain countries. Importers should verify current order scope and applicable duty rates with CBP or a licensed customs broker before sourcing.

Artificial stone is manufactured by binding crushed mineral aggregates (quartz, marble dust, granite chips) with a binder such as resin or cement, resulting in a uniform engineered product. Natural stone is quarried and cut from geological formations with no binder. The distinction matters because natural stone articles are classified under separate headings covering stone of Chapter 68 or the stone-working headings, not under the cement/concrete/artificial stone articles heading.
