Alloy Steel (N.E.S.) Flat-Rolled Products (N.E.S.), ≥600 mm Wide

A product is doubly N.E.S. when its alloy composition falls outside the named categories (stainless, high-speed, silicon-electrical) and its processing — such as cladding, coating, or a non-standard rolling method — also falls outside the hot-rolled and cold-rolled definitions. Both conditions must be documented with mill certifications and processing records to support the classification.

Importers should start with the mill test report to confirm alloy chemistry against HTS chapter note thresholds, then review the production process to determine whether the product meets the hot-rolled or cold-rolled definitions. If neither named processing category applies, the N.E.S. flat-rolled classification is appropriate. A CBP binding ruling provides the highest certainty for recurring shipments.
