Carbon steel contains only incidental amounts of alloying elements, while alloy steel N.E.S. contains deliberate additions — such as boron, chromium, nickel, or molybdenum — above specified thresholds. A certified mill chemical analysis is the primary document used to make this determination at entry.

Heavy fabricators building pressure vessels, structural frames, or mining equipment often require specific plate dimensions and thicknesses that exceed practical coil-processing limits. Cut-length plate also avoids the coil-flattening step and allows the mill to certify each plate individually, which is important for traceability in pressure-rated or safety-critical applications.
