Imported composite wood products, including plywood and veneer panels, must comply with EPA TSCA Title VI formaldehyde emission standards. Importers are required to use only compliant panels and must maintain records of third-party certification. Non-compliant products can be refused entry or recalled.
Exterior-grade plywood uses waterproof phenolic adhesives and is rated for structural and outdoor applications, while interior-grade panels use urea-formaldehyde adhesives suited for dry conditions. This distinction affects both the applicable product standard (e.g., PS 1-19 for structural plywood) and the correct HTS subheading at entry.
