Urethane & Other Foam Products (Except Polystyrene)

Antidumping duty orders have been applied to certain polyurethane foam products, including flexible slabstock foam, from specific countries. Importers should conduct a scope review against current active orders, as the scope definitions often turn on foam density, cell type, and whether the article is a finished product or a semi-finished input.

Foam density (measured in pounds per cubic foot) and cell structure (open-cell vs. closed-cell) are the primary technical parameters that determine both HTS classification and fitness for purpose. Open-cell flexible foams are used in cushioning and acoustics; closed-cell rigid foams provide structural insulation. Mismatching these specifications to an application — or to a customs description — can create both performance and compliance problems.
