North American Industry Classification System
Products that bear drug claims — such as antibacterial soaps with an active drug ingredient — are regulated as over-the-counter drugs by FDA and require prior approval or monograph compliance in addition to standard customs entry. Purely cosmetic or cleaning-only products without drug claims generally do not trigger FDA drug review, though they may still be subject to FDA cosmetic or FTC labeling requirements.
Each product type must be declared and classified separately on the entry. Mixing soaps (typically HTS Chapter 34) with polishes or sanitation goods (also Chapter 34 but different headings) in one shipment does not allow blended classification — each line item carries its own HTS code, duty rate, and any applicable trade remedy exposure.
