Kiln-dried lumber commands a premium over green (undried) lumber because it is dimensionally stable and ready for immediate use in construction. For HTS classification purposes, moisture content can affect which subheading applies, and for antidumping/CVD purposes, the drying method and species group are factors in determining the applicable duty deposit rate.
Beyond standard CBP entry documentation, Canadian softwood lumber shipments require a certificate of origin and, under the current duty orders, an antidumping and countervailing duty deposit based on the exporter's assigned rate. Importers must also ensure wood packaging material meets ISPM-15 phytosanitary marking requirements. Working with a broker experienced in forest products is strongly recommended given the complexity of the duty-order calculations.
