North American Industry Classification System
For most finished rubber articles, the HTS classification is driven by the article's form and function rather than the rubber type; however, the rubber composition can affect classification at the subheading level and may trigger different duty rates or trade-remedy applicability. Material test reports confirming rubber type are advisable for customs documentation.
Antidumping and countervailing duty orders have been applied to specific rubber product categories—including certain rubber bands and rubber thread—from various Asian origins. Section 301 tariffs also apply to a broad range of rubber goods from China. Importers should search the CBP and Commerce Department databases for active orders covering their specific article before sourcing.
