North American Industry Classification System
Imported paints and coatings must comply with EPA National VOC Emission Standards as well as any applicable state regulations. California's CARB standards are the most restrictive and effectively set a de facto national benchmark for many product categories. Importers should obtain VOC content documentation from foreign suppliers and verify compliance with the standards applicable in the states where the product will be sold.
Yes. The Toxic Substances Control Act (TSCA) applies to chemical substances and mixtures imported into the US, including adhesive and coating formulations. Importers must certify at entry that the product either complies with all applicable TSCA rules and orders, or is not subject to TSCA. Products containing new chemical substances or substances subject to TSCA Section 5 or 6 restrictions require additional review before import.
