North American Industry Classification System
Census Bureau trade data uses NAICS-based end-use and industry codes that do not always map one-to-one with HTS tariff lines. Goods that span multiple production processes or lack a dedicated NAICS manufacturing subcategory are aggregated here for statistical reporting purposes, even though each shipment carries its own specific HTS classification at the border.
Classification is governed by the HTS General Rules of Interpretation, not by NAICS codes. A licensed customs broker or trade attorney should analyze the article's material composition, function, and essential character to identify the most specific applicable HTS heading, since this NAICS grouping is a statistical construct rather than a tariff schedule provision.
