CBP applies the essential character test under GRI 3(b) for composite goods. If the fixture's primary function is illumination and the sensor is ancillary, the product is typically classified as a luminaire. However, if the electronic control function predominates, a different heading may apply. A binding ruling from CBP is advisable for high-volume shipments of combination products.

While CBP does not require a specific safety certificate at entry, the CPSC enforces product safety standards for lighting fixtures, and many retailers and building codes require UL or equivalent third-party certification. Importers should obtain certification before goods reach distribution to avoid recalls or market-access barriers.
