The HTS classifies flat glass by its processing state: unworked float glass, surface-ground or polished glass, toughened (tempered) safety glass, laminated safety glass, and coated or tinted glass each fall into distinct subheadings with different duty rates. Importers must accurately identify the processing method and confirm it with the manufacturer's production records, as misclassification between these categories is a common CBP audit finding.

Antidumping duty orders have been issued on certain flat glass products from specific countries in past proceedings. Importers should consult the ITA's ADD/CVD database to identify any active orders covering their product type and origin, and should consider requesting a scope ruling from the Department of Commerce if the product description overlaps with an existing order's scope language.
