Fasteners span dozens of HTS subheadings differentiated by thread pitch, head style, drive type, material (carbon steel, stainless, non-ferrous), and whether they are coated or heat-treated. Each subheading may carry a different duty rate and may or may not be covered by an active antidumping or countervailing duty order, so a one-digit misclassification can result in significant duty underpayment or overpayment.

Steel fasteners — particularly certain nuts, bolts, and screws — have been subject to antidumping orders from multiple countries over several decades. Importers should consult the USITC and Commerce Department's active order database, specifying both the HTS number and country of origin, before committing to a sourcing arrangement.
