The high weight-to-value ratio of asphalt paving mixtures makes long-distance transport economically prohibitive in most cases. Imports are therefore concentrated in border regions (particularly from Canada and Mexico) and coastal areas where waterborne delivery is feasible. Inland markets are almost entirely served by domestic production.

Each state DOT sets its own performance-grade binder requirements, aggregate specifications, and mix design standards for publicly funded road projects. Imported asphalt mixtures must meet the applicable state specification for the project, which may require independent testing and certification. Importers supplying public infrastructure projects should obtain the relevant state specification before finalizing product formulation.
