FDA's Center for Veterinary Medicine regulates pet food and most animal feed products, setting standards for ingredients, labeling, and safety. USDA APHIS may also be involved when products contain certain animal-derived ingredients that pose biosecurity concerns, such as meat and bone meal from specific origins.

Importers generally need a Prior Notice filing with FDA before arrival, accurate ingredient declarations, and labeling that meets AAFCO and FDA standards. Products containing animal proteins may require additional documentation to verify species and processing method, particularly for ingredients sourced from countries with animal disease concerns.
