Wool that has been scoured (degreased) but not carbonized stays in 510121 regardless of how thoroughly it has been washed. Once carbonization is applied, the product moves to heading 510130, even if it has also been scoured.

Most lines in 510121 are organized by Bradford spinning count. Lines 5101216500 and 5101217000 instead capture wool by processing level: 5101216500 covers unimproved shorn wool not finer than 46S that has been degreased but not processed beyond that point, while 5101217000 is a broader residual for degreased shorn wool that has been further processed (e.g., carbonized vegetable matter removed by mechanical means) but still not carded or combed. Importers should document the exact processing steps to support classification in these lines.
