Garnetted stock refers to fiber recovered by mechanically pulling apart woven, knitted, or felted textile waste using a garnett machine, producing a loose, fibrous mass. It is distinct from noils (short fibers separated during combing) and yarn waste (off-cuts or broken yarn). All three forms of synthetic fiber waste are captured under heading 5505, with the 10-digit line determined by the dominant fiber type.

The HTS does not distinguish between post-consumer and post-industrial origin for classification purposes — both fall under heading 5505 based on fiber type. However, buyers and customs authorities may scrutinize the material's form: if post-consumer waste has been processed into new staple fiber (e.g., recycled PET staple), it may reclassify into heading 5503 rather than 5505. The key test is whether the material retains the character of waste or has been transformed into a new fiber product.
