Cattle imported for immediate slaughter must proceed directly from the port of entry to a USDA-inspected slaughter establishment without entering the general cattle population. APHIS enforces movement restrictions, and the importing establishment must be pre-approved. Diversion to other uses is not permitted without prior authorization.

Duty rates for slaughter cattle may differ from those for feeder or stocker cattle at lower weight classes. USMCA-origin steers generally qualify for duty-free entry. For non-USMCA origins, specific duty rates and any applicable TRQ allocations should be verified in the current HTS schedule.

Importers typically must provide a slaughter commitment or contract with a USDA-inspected facility, APHIS health certificates, and CBP entry documentation declaring the intended use. The receiving slaughter plant must also be on APHIS's approved list for imported slaughter cattle.
