Interchangeable bits designed for use with a screwdriver handle may classify under 8205.40 as parts of screwdrivers, or under a separate heading depending on their construction and whether they are presented with a power-tool adapter. If the bits are packaged with a handle as a retail set spanning multiple tool types, heading 8205.90 (sets) may apply instead. A functional and presentation analysis is recommended.

To claim first-sale valuation, the importer must demonstrate that the sale between the manufacturer and the trading company was destined for US export at the time of that transaction. Supporting documents typically include the factory invoice, the trading company's resale invoice, purchase orders referencing the US destination, and evidence that the price was not influenced by a related-party relationship.
