The schedule separates on-highway light-truck retreads (4012124015 for radial; 4012128019 for non-radial) from on-highway heavy truck and bus retreads (4012124025 for radial; 4012128029 for non-radial), with additional lines for off-highway and residual categories. Classification follows the vehicle type the tire is designed for, consistent with load index and size designations — not the physical size alone. Importers mixing light-truck and heavy-truck retreads in a single shipment must classify each line item separately.

A retreaded tire's country of origin for customs purposes is generally the country where the retreading process occurred, not where the original casing was manufactured — but this can be contested if the retreading is considered insufficient to confer origin. Importers should obtain documentation from the retreader specifying where retreading took place, the casing source, and the retreading process used (hot or cold cure), as CBP may scrutinize origin claims particularly when the casing and retreading occur in different countries.
