Reclaimed rubber is an industrial material and does not trigger mandatory agency review at entry. Standard CBP documentation — commercial invoice, packing list, and country-of-origin declaration — is required, and importers should confirm the HTS classification with a licensed customs broker given the narrow boundary with adjacent headings.
