Laminated needleloom felts and stitch-bonded fabrics are classified under 5602101000, while non-laminated versions are split by fiber type — wool under 5602109010 and all others under 5602109090. The lamination distinction matters commercially because laminated constructions often serve as composite substrates in automotive or construction applications, and the tariff treatment can differ from unlaminated product.

Needleloom felt is a nonwoven structure formed by mechanically entangling fibers using barbed needles, with no interlacing of yarns. CBP classifies it in Chapter 56 rather than Chapters 51–55 (woven) or Chapter 60 (knitted). If a product has any woven or knitted backing that provides structural integrity, it may instead be classified as a laminated fabric under Chapter 59, so the construction method and the role of each layer must be carefully assessed.
