Heading 8462 · $156.0M of $89.5B
A machine that combines laser cutting (material removal by beam) with punching or nibbling (material working without removal) must be classified by its principal function under GRI 3(b) or 3(c). If the punching function predominates, 846242 or 846249 applies; if the laser function is principal, the laser machine-tools heading applies. Because these machines are high-value and the classification is genuinely contested, a CBP binding ruling is strongly recommended before importation.
A servo-press uses a servo motor to directly drive the ram, allowing programmable stroke speed, position, and force profiles without a fixed flywheel-and-clutch mechanism. A mechanical press relies on a flywheel and clutch to deliver a fixed stroke. The drive mechanism — not the control system — is the distinguishing feature, and manufacturers' technical documentation describing the drive architecture is the key supporting evidence.
