Mexico has developed substantial assembly capacity for commercial and industrial LED lighting products, partly driven by US OEM and contract manufacturing relationships and partly by the duty advantages available under USMCA. Products assembled in Mexico from qualifying components can enter duty-free, making nearshore production economically attractive for higher-value commercial luminaires where tariff savings are meaningful.

The classification hierarchy favors specificity: portable task luminaires (table, desk, bedside, floor-standing) designed solely for LED sources go to 940521; photovoltaic LED luminaires go to 940541; LED Christmas tree strings go to 940531. Heading 940542 captures LED luminaires not described by those more specific provisions — including recessed downlights, track fixtures, panel lights, and architectural fittings. When in doubt, a binding ruling from CBP provides the most reliable guidance.
