Worked Glass (Bent, Edge-Worked, Engraved, Drilled, or Enameled) — Not Framed or Fitted

Heading 7006 explicitly excludes glass that is framed or fitted. Once glass is assembled into a frame — whether metal, wood, or plastic — or fitted with hardware that integrates it into a finished product, classification typically moves to a more specific heading (e.g., 7008 for insulating units, or Chapter 94 for furniture). The distinction turns on whether the glass retains its identity as a glass article or becomes a component of a finished assembly.

Tempering (toughening) is itself a form of working that places safety glass under heading 7007, which takes precedence over heading 7006. Edge-working or drilling performed on tempered glass does not pull the article back into 7006; the article remains classified under 7007 based on its tempered character. Importers should apply GRI 1 and the relevant chapter notes to confirm the correct heading when multiple processing steps are involved.
